District
All land surface belongs to exactly one district. They allow grouping of sectors by larger geographic regions. 0 is not used to avoid misreadings as O. 1 and 2 are not used to avoid that a 4-digit SectorID could look like a year.

Sector
Each sector is located in exactly one district. The DistrictID forms the first character of the SectorID.
