Variable length and inconsistent country code usage:
- USNAVAJO (larger region, not a simple locality)
- MXSTIS
- JERUSALEM (This is not in JE JERSEY!)
- GAZA (This is not in GA GABON)
How they could be changed to fixed length identifiers
