English Wikipedia user blocking

Some notes about English Wikipedia user blocking.

At http://en.wikipedia.org/wiki/Main_Page it says:

Welcome to Wikipedia, the free encyclopedia that anyone can edit.

Despite of this, some user accounts get blocked. So, is the claim on the home page a false claim due to the blocks? No. The blocks only apply to users (accounts), but "anyone" may refer to something different.
